Vital Behavioral Care is currently accepting individuals struggling with substance use and co-occurring (dual diagnosis) mental health disorders.
We offer a range of supportive outpatient services, including:
• Intensive Outpatient Program (IOP)
• Day Treatment Services (meals provided during treatment)
• Individual Counseling
• Case Management
• Care Coordination
Our partnering nonprofit organization also offers supportive housing for individuals in treatment. Housing consideration is available after 30 days of successful participation in outpatient services and approval through the program.
Meet Our Team
Latonecus “Tonnie” Steen, CEO, was born and raised in Chicago, Illinois. She earned a Bachelor’s degree in Business Administration and an Associate’s degree in Business Management, building a strong foundation in leadership, operations, and organizational development.
Tonnie began her professional career in long-term and hospital healthcare, where she gained extensive experience supporting patients, families, and healthcare teams. She later served as a Human Resources Director, where she developed a passion for helping people grow both professionally and personally.
Through her work, Tonnie discovered her true calling in substance abuse recovery and mental health services. Her leadership is driven by deep compassion, a commitment to community, and a belief that every person deserves the opportunity to heal and thrive.
Tonnie is dedicated to supporting individuals and families on their journey to recovery and personal growth. She believes that no matter where you start in life, you have the power to rise, rebuild, and become the greatest version of yourself.
Caroline is a Licensed Professional Clinical Counselor who has been serving clients since 2020. She has worked with clients from diverse backgrounds, including families, individuals who are incarcerated, and those in recovery from substance use disorders.
She received her Bachelor of Arts in Psychology from New Mexico State University and went on to earn a master’s degree in psychology from University of Phoenix, as well as a master’s degree in professional counseling from Grand Canyon University.
Caroline provides counseling to individuals, couples, and groups, drawing primarily from Solution-Focused Brief Therapy (SFBT) and Narrative Therapy (NT). She is passionate about helping clients identify their strengths, reshape unhelpful patterns, and create practical steps toward the life and relationships they want. Her approach is compassionate, collaborative, and rooted in respect for each person’s unique story.
Certified in the Reconsolidation of Traumatic Memories (RTM) protocol, Caroline is equipped to support clients in working through trauma and reducing lingering emotional distress.
Her professional philosophy is guided by a simple principle: strive to leave people and situations better than you found them.

Our services are available Monday through Friday.
Day Program Services: 7:30 AM – 4:00 PM
IOP (Intensive Outpatient Program) Groups: 9:00 AM – 3:00 PM
Intake Appointments: Begin each morning at 7:30 AM
